摘要
健全适度性社会保障制度作为“十四五”期间社会保障领域改革重点,在推进共同富裕中担当重要职责。本文结合马克思社会保障理论,对新中国成立以来我国社会保障制度演进趋势与适度性水平展开分析,发现其主要经历了集体性社会保障制度建立、多层次社会保障制度完善、适度性社会保障制度探索三大阶段,且“共富”阶段下社会保障水平即将进入适度区间下限。进一步围绕支出、项目、结构、管理等社会保障制度主要构成内容,对“共富”时期我国适度性社会保障制度存在的问题进行剖析,提出以共同富裕为导向,以优化支出、项目、结构、管理为抓手的制度优化方案,以此促进适度性社会保障制度持续增进国民福祉、构筑共同富裕现代化强国目标实现。
As the focus of social security reform during the "14th Five-Year" Plan period,improving the moderate social security system plays an important role in promoting common prosperity.Combined with Marx's social security theory,this paper analyzes the evolution trend and moderate level of China's social security system since the founding of the People's Republic of China,and finds that it has gone through three major stages:establishment of collective social security system,improvement of multi-level social security system,and exploration of moderate social security system,and the social security level is about to enter the lower limit of moderation range in the stage of "common prosperity".This paper further analyzes the problems of China's moderate social security system in the period of "common prosperity " by focusing on the main components of the social security system,such as expenditure,program,structure and management.On this basis,it proposes a plan to optimize the social security system with the common prosperity as the guide and the expenditure,program,structure,and management as the hands,so as to promote the social security system to continuously promote the welfare of the people and build a modern and powerful country with common prosperity.
