摘要
基于我国58所教育部直属高校理、工、农、医学科的办学数据,运用超效率DEA模型和Malmquist生产率指数,对2008~2017年我国高等教育由“规模扩张”转向“质量提升”这一关键时段内高校资源投入产出效率进行综合评价,结果发现:(1)高校资源投入产出效率整体水平有较大提升空间,资源的配置与管理水平较高,但生产规模远未达到最优水平,增大资源投入力度能够有效提升多数高校的办学效益。(2)高校质量型产出效率小于数量型产出效率,两类效率对整体效率的贡献度的变化趋势证实了学科评估的“指挥棒”效应。(3)高校三大职能的投入产出效率对整体效率贡献度的排序依次为科学研究、人才培养、社会服务,其中科学研究投入产出效率对整体效率的贡献度呈下降趋势,人才培养、社会服务投入产出效率对整体效率的贡献度呈上升趋势。(4)高校资源投入产出效率正向增长的根本原因是规模效率提高,技术进步指数起负面影响,纯技术效率未发生明显变化。技术进步指数的周期性变化趋势说明我国高等教育资源投入模式与发展方式的关系还有待进一步协调。
This paper uses the super-efficiency DEA model and the Malmquist productivity index to comprehensively evaluate the resource input-output efficiency of 58 colleges and universities directly under the Ministry of Education in China from 2008 to 2017.The results are as follows:(1)The overall level of output efficiency has a large room for improvement,and the resource allocation and management level is relatively high,but the production scale is far from reaching the optimal level,and expaning resource investment can effectively improve their school-running benefits.(2)The contribution of the quality output efficiency to the overall efficiency is smaller than that of the quantity output efficiency.The changing trend of the contribution of the two types of efficiency to the overall efficiency during the survey period confirms the baton effect of discipline evaluation.(3)Regarding average efficiency and contribution to overall efficiency,the three functions of universities directly under the Ministry of Education are ranked in the order of scientific research,talent cultivation,and social service.From the trend of change,the contribution of scientific research efficiency to the overall efficiency shows a downward trend,while the contribution of talent training efficiency and social service efficiency to the overall efficiency shows an upward trend.(4)The fundamental reason for universities’positive growth of resource input and output efficiency during the inspection period is the improvement of scale efficiency.At the same time,the technological progress index has a negative impact on the positive growth,and the pure technical efficiency does not change during the survey period.The cyclical trend of the technological progress index further confirms the uncoordinated relationship between the input mode and development mode of higher education resources in China.
