摘要
加快构建新发展格局对区域开放系统提出了更高要求,高水平对外开放必然需要更高的、持续的自主开放能力提升。长三角开放型经济发展处于规模偏好向质量提升转变的重要历史节点,已初步具备区域竞争新优势、双向开放格局与更主动的制度供给生态,构成新一轮高水平对外开放的现实基础。在更高的历史起点上,长三角对外开放格局的重构应以主体协同型主动开放、多维联动型系统开放、创新引领型自主开放为导向,在驱动力、激励体系、创新生态等方面积极行动,为更高水平的自主开放创造良好条件。
Accelerating the construction of new development pattern puts forward higher requirements for regional opening system,and the high-level opening up will inevitably require higher and sustained independent opening capacity.The development of open economy in Yangtze River Delta is at an important historical point of transformation from scale preference to quality improvement.It has initially possessed new advantages in regional competition,a two-way opening pattern and a more active ecology of institutional supply,which constitute the realistic foundation for a new round of high-level opening up.At a higher historical starting point,the reconstruction of the opening up pattern of the Yangtze River Delta should be guided by the initiative opening up of subject coordination,the system opening up of multi-dimensional linkage,and the innovation-led independent opening up.The Yangtze River Delta should actively take action in driving forces,incentive systems,innovation ecology,and other aspects to create favorable conditions for a higher level of independent opening up.
