摘要
运用文献资料法等,对“十四五”时期我国城市体育场地设施建设的目标、问题进行研究,并提出对策。我国将注重建设绿色低碳、群众身边、新型普惠的城市体育场地设施作为建设目标。问题:规划布局合理性欠缺,建设标准统一性不足,审批标准及路径模糊、财政援建分配机制单一,社会力量筹资建设参与不足。对策:合理规划用地选址,统一场地设施建设标准,明晰兼容建设审批路径及手续,优化财政援建分配机制,积极引导社会力量参与共建。
By using the method of literature review,this paper studied the objectives and problems of the construction of urban sports venues and facilities in the period of"14th Five-Year Plan",and put forward countermeasures.China will focus on the construction of green and low-carbon,people around,new inclusive urban sports venues and facilities as the construction goal.Problems:The rationality of the planning layout is insufficient,the uniformity of construction standards is weak,the approval standards and paths are vague,the financial aid distribution mechanism is single,and the participation of social forces infinancing and construction is poor.Countermeasures:We should rationally plan the site selection of land,unify the construction standards of venues and facilities,clarify the approval paths and procedures for compatible construction,optimize the distribution mechanism of financial aid for construction,and actively guide social forces to participate in joint construction.
