摘要
本文采用DEA和Malmquist指数模型对2016-2020年31个省、市、自治区全民健身场地设施配置效率静态和动态变化特征进行测度,而后采用Tobit模型分析人口密度、人均GDP、人均公共预算体育支出和人均体育彩票公益金支出对全民健身场地设施配置效率变化的影响。研究表明:我国全民健身场地设施配置纯技术效率、综合效率值和规模效率值均值已接近DEA最优,全要素生产率整体呈增长趋势。人口密度对我国全民健身场地设施配置综合效率和纯技术进步有显著负向影响,对规模效益的负向影响不显著。人均生产总值和人均体育彩票公益金支出对我国全民健身场地设施配置综合效率和纯技术进步有显著正向影响,对规模效益的正向影响不显著。人均生产总值对我国全民健身场地设施配置综合效率、纯技术进步和规模效益的正向影响不显著。
DEA and Malmquist index models are used to measure the static and dynamic characteristics of the allocation efficiency of national fitness venues in 31 provinces,cities and autonomous regions from 2016 to 2020.Then Tobit model is used to analyze the impact of population density,per capita GDP,per capita public budget sports expenditure and per capita sports lottery public welfare expenditure on the allocation efficiency of national fitness venues.The results show that the mean values of pure technical efficiency,comprehensive efficiency and scale efficiency are close to DEA.In China,the total factor productivity of national fitness facilities is increasing as a whole.In the East and the middle of China,the total factor productivity of national fitness facilities is increasing,while in the west,it is declining.The population density has a significant negative impact on the comprehensive efficiency and pure technological progress of the national fitness facilities,but not on the scale efficiency.The per capita GDP and per capita expenditure of sports lottery public welfare fund have a significant positive impact on the comprehensive efficiency and pure technological progress of the allocation of national fitness facilities in China,while the positive impact on scale efficiency is not significant.The per capita GDP has no significant positive effect on the comprehensive efficiency,pure technological progress and scale efficiency of the national fitness facilities.
