摘要
生态资产产权和生态产品产权紧密相连。生态资产产权交易实质上是有偿转让其产出的生态产品所有权的行为,主要目的是实现生态产品市场价值最大化,因此生态资产产权交易机制是生态产品价值实现机制的基础。文章以浙江省丽水市“河权到户”改革为例,梳理总结了生态资产产权交易过程中资产确权、资产定价、市场交易、生态经营、金融赋能、多维监管等“河权到户”改革运行逻辑的六个重要环节,并对生态资产交易过程中存在的定价缺乏标准、交易缺少市场、经营欠缺路径、金融监管难以闭环等四个方面问题进行分析,在理论层面提出完善生态资产产权制度、完善生态资产产权交易制度、拓宽可持续经营路径、强化生态资产金融创新等完善生态资产产权交易机制的建议。
Ecological asset rights is closely related to ecological product rights.Ecological asset rights trading is a paid transfer of ownership of ecological products,and the primary purpose is to maximize the market value of ecological products,so the ecological asset rights trading mechanism is the basis of the mechanism for realizing the value of ecological products.Taking the reform of"river right to household"in Lishui City,Zhejiang Province,as an example,the article sorts and summarises six essential links in the operation logic of"river right to household"reform,including asset identification,asset pricing,market trading,ecological management,financial empowerment and multi-dimensional supervision in the process of ecological asset property rights trading the six critical links in the operation logic of"river right to household"reform.The article also analyses four problems in the process of ecological asset property rights trading:the lack of standard pricing,the lack of trading markets,the lack of business channels,and the difficulty of closing the loop of financial supervision.At the theoretical level,it puts forward suggestions on how to improve the property rights system of ecological assets,improve the property rights trading system of ecological assets,expand the way of sustainable management,and strengthen the financial innovation of ecological assets to improve the property right trading mechanism of ecological assets.
