摘要
文章基于2010—2020年我国31个省份的面板数据,测算环境治理效率综合指数,构建数字化发展水平评价指标体系,采用固定效应模型、工具变量法及系统广义矩估计法等实证方法,检验了数字化发展对环境治理效率的影响及其内在机理。研究发现:数字化发展对环境治理效率具有提升效应,且该结论通过了相应的内生性检验和稳健性检验;影响机制检验表明,环境规制、绿色技术创新和公众参与在数字化发展对环境治理效率的作用机制中发挥中介作用;制度环境的调节效应检验表明,制度环境在数字化发展对环境治理效率的作用机制中发挥正向调节效应。研究结论有助于深入理解数字化发展对环境治理效率的影响效果和内在机理,为推进数字化发展、提升环境治理效率、改善制度环境提供有益借鉴。
Based on the panel data of 31 provinces in China from 2010 to 2020,this paper calculates the comprehensive index of environmental governance efficiency,constructs the evaluation index system of digital development level,and uses empirical methods such as fixed effect model,instrumental variables estimation method,and system generalized moment estimation method to test the impact of digital development on environmental governance efficiency and its internal mechanism.Research has found that digital development has an improvement effect on the efficiency of environmental governance,and this conclusion has passed the corresponding endogeneity and robustness tests;impact mechanism test shows that environmental regulation,green technology innovation,and public participation play a mediating role in the mechanism of digital development's impact on environmental governance efficiency;regulatory effect test of institutional environment indicates that institutional environment plays a positive regulatory effect in the mechanism of digital development's impact on environmental governance efficiency.The research conclusion helps to deeply understand the impact and internal mechanism of digital development on environmental governance efficiency,and provides a useful reference for promoting digital development,improving environmental governance efficiency,and improving institutional environment.
