摘要
“三权分置”下不同类型村庄如何形成农村宅基地盘活利用路径,进而与乡村振兴目标有效衔接是有待探究的理论与现实问题。通过构建多主体赋权与“经济-社会-治理”制度绩效的综合分析框架,选取晋江市城郊融合类、集聚提升类和特色保护类三种不同类型的村庄进行案例实证研究。研究发现:(1)城郊融合类村庄探索出的住房抵押模式,通过使用权财产权能的规模经济效应释放推动村庄更新,并以宅基地功能转型的作用机制形成多产业融合的产业振兴路径;(2)集聚提升类村庄通过“旧村改造”实现环境宜居建设,呈现出地权集体化与共同利益塑造的乡村秩序,形成强组织统合的组织振兴路径;(3)特色保护类村庄基于资源禀赋推进宅基地入市改革,构建的使用权市场交易机制降低了交易费用,并形成“村集体-市场”共建的产业与文化振兴路径。不同类型村庄在内外部要素与制度赋权的互动机制下,构建了差异化的产权配置形式与实施机制,进而形成与乡村振兴目标耦合的盘活利用路径。
The purpose of this study is to explore how different types of villages form a revitalized utilization path under the“division of three rights”of rural homestead,and then connect with the goal of rural revitalization effectively.The study builds a comprehensive analysis framework of multi agent empowerment and the performance of the“economy society governance”system,and selects three different types of villages in Jinjiang,namely suburban integration,cluster promotion and characteristic protection,for empirical study.The methods of theoretical analysis,field investigation and case study were employed.The results show that:(1)the housing mortgage model in suburban integrated villages promotes village renewal through the release of scale economy effect of the property rights,and forms the industrial revitalization path of multi industry integration through the function mechanism of homestead transformation;(2)the villages of agglomeration and upgrading realize the construction of livable environment through“old village reconstruction”,presenting a rural order shaped by collectivization of land rights and common interests,forming a path of organizational revitalization with strong organizational integration;(3)the villages of characteristic protection promote the reform of homestead market based on resource endowment,constructing the right to use market transaction mechanism reduces transaction costs,forming the industrial and cultural revitalization path jointly constructed by village and market.In conclusion,under the interaction mechanism of different types of villages,which contain internal and external factors with institutional empowerment,different forms of property rights allocation and implementation mechanism are constructed,and then it is formed that revitalized utilization path coupled with the goal of rural revitalization.In the future,it is necessary to explore the evolution rules of dominant power and institutional performance under different types of villages in combination with the phased characteristics of rural revitalization,so as to facilitate the realization of rural revitalization goals.
