工业碳排放管理数字化转型的路径探讨

摘要 利用数字技术赋能工业碳排放管理,已成为全球各国应对气候变化的重要手段之一。我国《工业领域碳达峰实施方案》提出了建立数字化碳管理的重点任务。相比传统碳管理模式,数字化工业碳排放管理具有提高碳排放数据真实性、准确性和时效性的显著特征,利用高质量大数据支撑开展碳管理,有利于增强企业主体自主管碳控碳能力,保障碳交易市场公平高效运行。本文在分析国内外数字化碳管理现状、趋势、优势的基础上,提出推动工业碳排放管理数字化转型的三大路径和重点发力环节,以及需要配套的相关政策措施,为我国构建数字化工业碳排放管理体系提供了思路。 Empowering industrial carbon emission management through digital technology has become one of the important means for countries around the world to address climate change.The implementation plan for achieving carbon peaking in the industrial sector in China also proposes the key tasks of establishing a digital carbon management system.Compared to traditional carbon management models,digital industrial carbon emission management has significant characteristics of improving the authenticity,accuracy,and timeliness of carbon emission data.Using high-quality big data to support carbon management is conducive to enhancing the ability of enterprise entities to independently manage and control carbon,and ensuring the fair and efficient operation of the carbon trading market.Based on the analysis of the current situation,trend and advantages of digital carbon management both nationwide and abroad,this paper proposes three major paths and key driving links to promote the digital transformation of industrial carbon emission management,as well as related policies and measures that need to be matched,which provides ideas for China to build a digital industrial carbon emission management system.
