摘要
“治理”成为当今世界社会科学话语体系中的关键词。在我国,尤其是新时代中国特色社会主义治理理论提出以来,“治理”被应用于社会各类组织管理的理论与实践之中,“大学治理”也在高等教育管理理论中被频频思考与讨论。从语义学和语用学分析,“治理”是对“管理”的超越,是管理理论自身不足及其实践乏力的结果。大学治理是由于大学实践过程中职能不断扩容所致。高等教育大众化甚至普及化、大学与社会过从甚密、与大学相关涉的价值主体多元化,使得大学的目标趋利化、权力碎片化、行为私有化,原初意义上的“管理”难以维护和坚守大学的传统价值,需要对大学从“过程维度”“空间维度”“动力维度”和“行为维度”开展具有综合性、整体性特征的治理。与此同时,新建地方性本科高校因其大学历史短及地方性特征,治理过程中具有特殊性,具体体现在治理基础、治理环境和治理动力三个方面。
“Governance”has become one of the key words in social science discourse all over the world.In China,“governance”has been applied to the management theory and practice of all kinds of organizations especially since the governance theory on socialism with Chinese characteristics for a new era was put forward.Therefore,university governance is frequently discussed in higher education management theory.Both semantically and pragmatically,governance transcends over management and is the result of insufficient management theory and practice.University governance results from the continuous function expansion in university practice.Popular and universal higher education,intimacy between university and society,and the plurality of value subjects concerned with universities all constitute the profit-driven goals,power fragments and behavioral privatization of universities.“Management”in its original sense finds it hard to maintain and stick to the traditional values of universities.Universities need to be governed wholly and comprehensively from the four dimensions of process,space,motive force,and behavior.Meanwhile,the newly-built local universities have their particularities considering their short history and locality,especially in the aspects of governance bases,environment and motivation.
