The innovative autonomous university and the self-reliant university are two interchangeable concepts of the entrepreneurial university. The more aggressive concept of the entrepreneurial university comes first due to the non-discriminatory principle of'entrepreneurial'in the Western context. However,to avoid any theoretical misunderstanding of the entrepreneurial university in the Chinese context,it is possible to understand and build an entrepreneurial university from the perspective of two alternative concepts. The deepening reform based on two levels of self-reliance and independent innovation means that Chinese universities must rely on themselves, abandon the idea of relying on the government, and then take the initiative to innovate and reform so that they can face society and the market, rather than just run their schools around the government.Ultimately,Chinese universities can achieve autonomous education directly or in reverse. While China has made remarkable achievements in higher education,it has fallen into deep water and a freezing reform period. The deep-seated cause of this dilemma is the issue of autonomy.According to this logic, constructing an entrepreneurial university which has become a consensus in the West is the way for Chinese universities to break through the dilemma of running schools and can be considered an enlightening movement for Chinese higher education.
