摘要
2023年5月,持续三年多的新冠疫情全球卫生紧急状态已经结束,这次疫情给人类社会造成的影响是深远的。日本作为发达国家以社会基础设施健全和社会治理完善而著称,但是在疫情大流行面前同样无法幸免,甚至在某些领域受到的冲击更为严重。比如,新冠疫情暴露了日本社会的脆弱性,加剧了社会生活中的孤独感。日本数字化发展的相对滞后导致了疫情应对的低效率,推进数字化社会转型是亟待解决的重要课题。数字化的提出由来已久,也是日本未来发展的重要战略。在新冠疫情的影响下,日本社会数字化转型全面加速,在数字政务和基础教育数字化方面表现得尤为突出。日本政府先后出台政策与举措,积极探索后疫情时期数字化转型的方向、基本架构和具体内容。在信息共享、营造人际交流场所、开发教育事业AI技术服务等方面作出了努力。
The COVID-19 pandemic,which lasted for over three years,is no longer a global health emergency.However,the impact of this pandemic on human society has been profound.Japan,known as a developed country with robust social infrastructure and wellestablished social governance,was not immune to the pandemic and even suffered severe consequences in certain areas.For instance,the widespread outbreak of COVID-19 exposed the vulnerability of Japanese society,exacerbated feelings of isolation in social life,and highlighted the inefficiency of pandemic response due to the relatively lagging digital development in Japan.Promoting digitalization in basic education has become an urgent and important issue to address.Digitalization has been a long-standing concept and a crucial strategic focus for Japan's future development.The COVID-19 pandemic has accelerated the comprehensive transformation towards a digitized society,particularly in terms of government policies,administrative systems,and basic education.The Japanese government has introduced various policies and measures,actively exploring the direction,framework,and specific content of digital transformation in the post-pandemic era,aiming to seek new national development models.Efforts have been made in areas such as information sharing,creating platforms for interpersonal communication,and developing AI technology services in the education sector.
