摘要 为了给水闸退役决策提供技术支撑与理论指导,建立基于压力-状态-响应理论的水闸退役决策指标体系,利用层次分析法确定指标权重,采用物元可拓评价方法确定水闸退役决策等级,构建水闸退役决策模型。结果表明:所构建模型综合考虑退役影响因子(压力)、所处退役状态(状态)、退役应对措施(响应)等子系统间的动态平衡关系,解决了单一指标难以表达各因素之间相互作用关系的缺点,系统性更强;运用物元可拓评价方法计算各评价指标相应于退役决策等级的关联度,可以解决水闸退役决策的不相容问题;运用所构建模型评价某水闸退役决策等级为退役,与实际情况相符,验证了所构建模型的科学性与可行性。 To provide technical support and theoretical guidance for sluice decommissioning decision,a sluice decommissioning decision index system based on pressure-state-response framework was constructed,and analytic hierarchy process was used to determine inde x weights.Matter-element extension evaluating method was used to determine the sluice decommissioning decision level,and a sluice decommissioning decision model was established.The results show that a comprehensive consideration of the dynamic balance relationship among subsystems of decommissioning impact factors(pressure),decommissioning state(state),and d ecommissioning coping measures(response)by using the established model solves the disadvantage that a single index is difficult to express the interaction between all factors,making it more systematic.Calculating the correlation degree of each evaluation index corresponding to the decommissioning decision level by using matter-element extension theory,the inco mpatibility problem of sluice decommissioning decision can be solved.The decommissioning decision level of a sluice decommissioning is evaluate to be decommissioning by using the established model,which is consistent with the actual situation and verifies scientificity and feasibility of the established model.
