摘要
本文阐述了新型研发机构的发展背景,介绍了我国新型研发机构发展现状,综述了目前新型研发机构的研究情况,对截至2021年底山东省已经备案的356家新型研发机构的综合情况进行分析,归纳了山东省新型研发机构的现状及存在的问题,最后从构建新型研发机构标准、吸引多元主体参与、健全管理制度、拓宽投融资渠道、建立会商机制等方面对推进山东省新型研发机构的高质量发展提出了对策和建议。
This paper makes an overview of the current studies on new research and development institutions in China based on an introduction to their development background and current situation.Then it analyzes the comprehensive situation of 356 new research and development institutions registered in Shandong Province as of the end of 2021.Meanwhile,it summarizes the current situation and existing problems of new research and development institutions in Shandong Province.Finally,it puts forward some measures and suggestions for Shandong Province to promote the high-quality development of its new research and development institutions from building standards for new research and development institutions,attracting multiple players to get involved,improving management systems,expanding investment and financing channels and establishing a consultation mechanism.
