摘要 有组织科研是“大科学”时代以及大国科技博弈背景下强化科技创新的客观要求,也是中国建设世界科技强国、实现高水平科技自立自强的战略支撑。加快国家实验室建设是当前中国强化国家战略科技力量、推进有组织科研的重点领域。从战略使命、财政支持、管理运行、人力资本、创新生态系统等方面出发,系统分析美国能源部国家实验室的发展特征和改革动态,提出要进一步明确中国国家实验室功能定位、强化国家实验室核心能力建设、构建自主高效的管理运行机制、完善国家实验室创新生态系统等方面的建议。 In the era of“big science”and the background of the game of science and technology among great powers,the development of organized science and technology activities is an objective requirement to accelerate innovation,and it is also the strategic support for China to become a science and technology giant and achieve sci-tech self-reliance and self-strengthening.Building up China’s strategic capacity in science and technology,especially promoting the construction and layout of national laboratories is the key area for China to strengthen organized scientific and technological activities.From the perspectives of strategic mission,financial support,management mechanism,human capital,innovation ecosystem,etc.,this paper systematically analyzes the development characteristics and reform trends of the US Department of Energy National Laboratory.Based on the research conclusions,it is recommended to further clarify the functional positioning of China’s national laboratories,strengthen the construction of core capabilities,build an independent and efficient management and operation mechanism,and improve the innovation ecosystem.
