摘要
及时有效地调度应急物资,对于提升污染事故应急能力、缓解污染损害后果具有重要意义。基于海上溢油事故应急物资调度的时效性、动态性、需求不确定性以及区块链技术的去中心化和自动化响应等特征,针对海上溢油事故应急物资需求信息实时变化的情况,构建了基于区块链技术的两阶段海上应急物资调度模型。根据溢油事故区域与海洋生态保护区之间距离的远近,设定不同的目标函数,利用分层序列法和引入延误时间成本系数进行多目标转换,并运用遗传算法进行求解。通过案例分析证明了调度模型的有效性,并进一步对船舶平均航速进行灵敏度分析,探究了其对目标函数值的影响。研究结果能够优化海上溢油事故应急物资调度方法,为应急物资调度决策提供参考。
Timely and effective dispatching of emergency supplies is of great significance to enhance the emergency response capability of pollution accidents and mitigate the consequences of pollution damage.Based on the timeliness,dynamism,demand uncertainty and the decentralised and automated response of blockchain technology,a two-stage offshore emergency material dispatching model based on blockchain technology is constructed for the real-time change of emergency material demand information of offshore oil spills.Different objective functions are set according to the distance between the oil spill accident area and the marine ecological protection zone,and multi-objective transformation is carried out using the hierarchical sequence method and the introduction of delay time cost coefficients,and genetic algorithms are applied to solve the model.The effectiveness of the dispatching model is demonstrated through case studies,and further sensitivity analysis is conducted on the average vessel speed to explore its influence on the value of the objective function.The results of the study can optimise the dispatching method of emergency supplies for oil spills at sea and provide reference for emergency supplies dispatching decisions.
