摘要
针对新疆在科技创新体制机制方面存在的科技创新政策机制落实力度不够、科技经费不足及人才机制不够灵活、科技创新基础条件薄弱、科技项目管理制度不完善、科技成果转化效果不够明显、“两区”建设协同发展力度不够等问题进行分析研究,为如何完善新疆科技创新体制、机制,进一步加强科技创新顶层设计、加大科技创新投入力度、夯实科技创新发展基础能力、优化科技项目的管理机制、促进科技成果转化工作、创新“两区”建设体制机制等提出对策建议,为新疆高质量发展提供科技支撑。
To analyze and study the problems existing in Xinjiang's science and technology innovation system and mechanism,such as insufficient implementation of science and technology innovation policy and mechanism,insufficient funding for science and technology,inflexible talent mechanism,weak basic conditions for science and technology innovation,imperfect management system for science and technology projects,insufficient transformation effect of scientific and technological achievements,and insufficient coordinated development of"two regions"construction,etc.According to the countermeasures and suggestions on how to improve the system and mechanism of scientific and technological innovation in Xinjiang,further strengthen the top-level design of scientific and technological innovation,increase investment in scientific and technological innovation,consolidate the basic capacity of scientific and technological innovation and development,optimize the management mechanism of scientific and technological projects,promote the transformation of scientific and technological achievements,and innovate the system and mechanism of the construction of"two regions",etc.,so as to provide scientific and technological support for the high-quality development of Xinjiang.
