摘要
海南省是我国重要的海水鱼种苗产地,近年来其海洋渔业发展迅速。为测度海南省海洋渔业竞争力,通过构建海洋渔业竞争力评价指标体系,运用因子分析和TOPSIS法从纵向变化与横向比较两个维度得出结论。研究结果显示:从纵向变化来看,2015-2019年海南省海洋渔业竞争力排名最大序差为2且排名有滑落趋势;综合因子得分均小于0.2,处于较低水平。从横向比较来看,海南省海洋渔业竞争力综合因子得分和决策值分别为-0.031和0.297,在11个地区中排名靠后;海南省海洋渔业在贸易、技术推广以及相关产业方面与其他地区存在差距。为进一步提升海南省海洋渔业竞争力,需要满足消费需求,扩大贸易规模;健全人才培育机制,加强技术推广工作;发展相关及支持产业,完善海洋渔业产业链。
Hainan Province is an important source of marine fish seedlings in China,and its marine fishery has developed rapidly in recent years.In order to measure the marine fishery competitiveness in Hainan Province,this study constructs the evaluation index system of marine fishery competitiveness,and studies the marine fishery competitiveness in Hainan Province from two dimensions of vertical change and horizontal comparison by using factor analysis and TOPSIS method.The results show that,from the perspective of longitudinal change,the largest ranking difference of Hainan's marine fishery competitiveness from 2015 to 2019 is 2,and the ranking has a downward trend.The comprehensive factor scores are all less than 0.2,which is at a low level.From the horizontal comparison,the comprehensive factor score and decision value of marine fishery competitiveness in Hainan Province are-0.031 and 0.297,respectively,ranking the least among the 11regions.There is a gap between marine fishery and other areas in terms of trade,technology promotion and related industries.In order to further enhance the competitiveness of marine fishery in Hainan Province,it is necessary to meet the consumer demand and expand the trade scale.Perfect the personnel training mechanism,strengthen the technology promotion;Develop related and supporting industries and improve the marine fishery industry chain.
