摘要
基层公共服务合作生产面临一系列治理难题和现实困境,如何通过“数智之治”推进其化解突破是当前亟待解决的问题。本文基于技术-制度互构视角,运用扎根理论分析“数智之治”强化基层合作生产的作用机制。研究发现,“数智之治”以技术赋能和制度嵌入推动基层合作生产,且技术与制度的互动关系呈现时序权变特征。技术工具通过主体增能、权力赋能和结构重塑等赋能基层合作生产,制度嵌入则分化为正式制度和非正式制度两股潜在力量。其中,正式制度以成文条例嵌入合作生产过程,实现规则更新、机制革新和模式创新;非正式制度以“网络-认同”机制发挥调节效应,通过价值导向、惩戒监督与传递内化等途径嵌入基层内部,促进技术工具与正式制度交互耦合。
Grassroots co-production is facing with a series of governance and practical dilemmas.How to promote its transformation and upgrading through“digital intelligent governance”is an urgent issue that needs to be addressed.With the method of grounded theory,this paper analyzed the mechanism of“digital intelligent governance”in strengthening grassroots co-production from the perspective of mutual construction of technology and institution.The study found that“digital intelligent governance”promoted grassroots coproduction through two paths of technology empowerment and institutional embeddedness,and the interaction between technology and institution showed the characteristics of time sequence contingency.Technological tools empowered grassroots co-production through the links of subject empowerment,power empowerment and structure remodeling.Institutional embeddedness was divided into two potential forces:formal institution and informal institution.Among them,the formal institution was embedded in the co-production process management with written regulations,so as to realize rule renewal,mechanism innovation,and model innovation.The informal institution played a moderating effect through a“network-identity”mechanism.It was embedded in the grassroots through the channels of value orientation,disciplinary supervision,and transmission internalization,and facilitated the interaction and coupling between technical tools and formal institutions.
