摘要
市域社会治理是社会治理领域的重要层级。技术赋能市域社会治理现代化为提高市域社会治理效能创造了有利条件,以整体性治理为视角,构建技术赋能市域社会治理现代化的基本框架,以满足民众需求为价值理念,提高人民生活品质。以协调与整合为运行机制完成治理主体共融、治理结构重组、治理动力重塑。以开放共享的信息技术平台为治理工具,提升智能化调度能力。以责任与监管为制度保障、精准管控、增强网格化治理实效等四个方面的核心要素予以展开,致力于为民众提供无缝隙且非分离的整体性服务的市域社会治理图式。
Municipal social governance is an important level in the field of social governance.The modernization of technology-enabled municipal social governance creates favorable conditions for improving the effectiveness of municipal social governance.This paper constructs a basic framework of the modernization of technology-enabled municipal social governance from the perspective of holistic governance.It takes meeting citizens'needs as the guiding value to improve quality of people's life;coordination and integration are taken as the operating mechanism to complete the integration of governance subjects,governance structure restructuring,and governance dynamics reshaping;the open and sharing information technology platform is used as a governance tool to enhance the capacity of intelligent scheduling;with responsibility and supervision as the institutional guarantee,it aims to achieve targeted management and enhance the effectiveness of grid governance.With the four core elements carried out,the roadmap of municipal social governance is committed to providing seamless and non-separated holistic services to the public.
