摘要
农村集体产权制度改革对完善中国农村基本经营制度、保护农民集体资产权益意义重大。通过构建农户多目标效用函数,理论推导收益预期、政策认知对农户改革参与行为的影响机理,基于河南省1068份农户调查数据,运用Heckman两阶段模型对理论推导进行验证。研究结果显示:1)农户收益预期和政策认知能显著正向影响农村集体产权制度改革接受行为。2)年龄和文化程度影响农户政策认知进而影响其改革接受行为,前者表征的经验性认知影响改革意愿,后者代表知识性认知影响其改革接受程度。3)农户收益预期通过收入来源、家庭劳动力、文化程度对参与农村集体产权制度改革产生影响,但影响的阶段和程度存在差异。基于此,提出提高改革收益、政策认知、因地制宜灵活推进以及加强农户教育培训等对策建议。
The reform of rural collective property rights system is of great significance for improving China's basic rural management system and protecting the collective asset rights and interests of farmers.In the paper,a farmers'multi-objective function was constructed to probe the mechanism for farmers'income expectations and policy cognition influencing their behavior of participating in reform,and the theoretical analysis results were empirically tested by Heckman's two-stage model based on the survey data from Henan province.The results show that:firstly,farmers'income expectations and policy cognition can significantly positively affect the acceptance of rural collective property rights system reform.Secondly,the age and education of rural households affects their policy cognition and their reform acceptance behavior,the former represents the empirical cognition that affects their willingness to reform,and the latter represents he knowledge cognition that affects their acceptance of reform.Thirdly,the expected income of rural households has an impact on farmer's participating in reform of rural collective property rights system through income sources,household labor force,and education level,but the stage and degree of impact are different.Based on this,countermeasures and suggestions are put forward to improve reform benefits,policy awareness,flexible promotion according to local conditions,and strengthen the education and training of farmers.
