早期儿童多维相对贫困识别及其对人力资本积累的影响——来自西部偏远山区的证据 被引量:1

Early Childhood Multidimensional Relative Poverty Identification and Its Impact on Human Capital Accumulation-Evidence from Remote Mountainous Areas in Western China

摘要 由于生存、教育、健康等资源的匮乏,我国西部偏远山区儿童早期人力资本积累不足,不利于人才强国建设和社会经济发展。该研究构建了包含孕期质量、家庭教育、儿童健康、生活水平4个维度17个指标的指标体系,运用AF双临界值法,识别儿童多维相对贫困。结果表明,西部偏远山区早期儿童多维相对贫困发生率为0.476,多维相对贫困剥夺强度为0.408,多维相对贫困指数为0.194;其中家庭教育维度对多维相对贫困指数的贡献率最高,占到38.3%。结合儿童的认知、语言、运动、社会情感发展的贝利评估,进一步分析发现,多维相对贫困对儿童认知、语言和社会情感产生显著的负向影响。基于此,建议:将缓解儿童多维相对贫困,促进人力资本积累纳入国家人才强国战略规划;定期开展早期儿童多维相对贫困评估,动态监测儿童发展水平;贯彻落实《家庭教育促进法》,构建“政府-社区-家庭”协同育人机制。 Due to the lack of survival,education,health and other resources,the early human capital accumulation of children in remote mountainous areas in western China is insufficient,which is detrimental to the construction of a strong talent country and socioeconomic development.This study constructed an indicator system containing 17 indicators in 4 dimensions of pregnancy quality,family education,child health,and living standard,and applied the AF double critical value method to identify children’s multidimensional relative poverty.The results showed that the incidence of multidimensional relative poverty among early childhood in western remote mountainous areas was 0.476,the intensity of multidimensional relative poverty deprivation was 0.408,and the multidimensional relative poverty index was 0.194;among them,the contribution of family education dimension to the multidimensional relative poverty index was the highest,accounting for 38.3%.Combined with the Bayley assessment of children’s cognitive,language,motor,and social-emotional development,further analysis revealed that multidimensional relative poverty had a significant negative impact on children’s cognition,language,and social-emotional.Based on this,it is recommended that:alleviating children’s multidimensional relative poverty and promoting human capital accumulation should be incorporated into the national strategic plan for strengthening the country’s human resources;conducting regular early childhood multidimensional relative poverty assessments and dynamically monitoring children’s development levels;implementing the Family Education Promotion Law and building a“government-community-family”collaborative education mechanism.
