摘要
与美国及其部分盟友和伙伴相比,加拿大推出“印太战略”的时间略显滞后。加拿大哈珀政府并未对“印太”概念产生浓厚兴趣,直至特鲁多政府于2015年执政起,“印太”概念才频繁出现在加拿大政府的表述当中。随着美国对华竞争加剧,特鲁多政府于2022年11月公布《加拿大印太战略》。作为综合性的战略文件,《加拿大印太战略》涵盖政治安全、经济和发展等多方面事务,将中国、日本、韩国、印度和东盟都视为重点关注对象。《加拿大印太战略》的实施将对中加关系、“一带一路”倡议的推进以及中国和平稳定的周边环境带来挑战,助长地区小多边机制的发展势头。
Compared with the United States and some of its other allies,Canada's launch of the Indo-Pacific Strategy has lagged slightly behind.The Harper government did not take a keen interest in the Indo-Pacific concept.It was not until the Trudeau government took office in 2015 that the concept of“Indo-Pacific”appeared frequently in official statements.As U.S.competition with China intensified,the Trudeau's administration released its Indo-Pacific Strategy in November 2022.As a comprehensive strategic document,this Indo-Pacific Strategy covers a wide range of issues from politics and security,economic,to development,with China,Japan,South Korea,India and ASEAN listed as priorities.The implementation of Canada's Indo-Pacific Strategy will pose challenges to Sino-Canada relations,the advancement of the Belt and Road Initiative,and China's peaceful and stable surrounding environment,and will contribute to the growth of regional mini-lateral institutions.
