摘要
目的:城市轨道交通系统的类型是实施其作为骨干公共交通国家战略的基本依据。我国现行的城市轨道交通分类标准已经过时,在城市轨道交通技术蓬勃发展及乘客出行需求日益多样化的大背景下,需研究并制订针对我国城市轨道交通分类的国家标准。方法:介绍了WTO(世界贸易组织)、美国、欧洲、国外社会团体的分类规则;介绍了我国现行分类标准CJJ/T 114—2007《城市公共交通分类标准》,并分析了其存在的主要问题;介绍了国外城市轨道交通分类规则;分析了适用于我国城市轨道交通分类国家标准的设计目标、分类规则,以及城市轨道交通制式的基本属性与技术特征等。结果及结论:我国城市轨道交通的公共属性决定了其分类需具有强制性和基础性,国外的分类规则和方法应予以借鉴;城市轨道交通分类国家标准的起草与现行城市轨道交通国家标准、行业标准、工程建设标准和产品标准应保持一致,对于术语、分类定义等内容需符合标准化规则;宜采用“制式”作为城市轨道交通类型的表达,制式的分类应包括如服务对象、性能、安全要求和规格尺寸等按照目的用途和功能表达类型所划分的基本属性,以及类型、术语、定义、功能、车辆指标、运行特性和运行环境等技术特征。
Objective:The classification of URT(urban rail transit)systems serves as the fundamental basis for implementing them as a strategic backbone of public transportation.The existing classification standards for URT in China are outdated.In the context of the flourishing development of URT technology and the increasing diversification of passenger travel demands,it is necessary to study and develop national standards for the classification of URT in China.Method:The classification rules of WTO(World Trade Organization),USA,Europe,and foreign social organizations are introduced.The current classification standard in China,CJJ/T 114-2007 Classification Standard for Urban Public Transportation,is discussed and its shortcomings are identified.The classification of URT systems in foreign countries is also presented.The design objectives,classification rules,basic attributes and technical characteristics of URT systems applicable to the development of national standards for URT classification in China are analyzed.Result&Conclusion:The public nature of URT in China determines that its classification should be mandatory and foundational,with reference to foreign classification rules and methods.The drafting of national standards for URT classification should align with existing national standards,industry standards,engineering construction standards,and product standards of URT.The terminology and classification definitions should conform to standardization rules.It is recommended to use the term′system′to express URT types,and the classification of systems should include basic attributes that state purpose and functionality such as target users,performance,safety requirements,and specifications,and additionally,the technical characteristics that encompass types,terminology,definitions,functions,vehicle indicators,operational characteristics,and operating environments.
