摘要
要引导社会力量进入社区居家养老服务领域,既要理清政府与市场、社会的责任边界,也要构建政企合作机制,保障社区养老服务供给具有可持续性。社会企业提供养老服务须遵循公益、商业和合作的逻辑;政府需要区分社区养老服务项目的不同属性,采取差异化的支持政策,助力社会企业扎根社区提供养老服务。基于北京市的案例研究发现,社区居家养老服务具有多样化的运营模式,养老驿站实行公建民营、政府补助的模式,“物业+养老”实行政府规划、企业运营的模式,前者侧重于解决高龄、独居、失能老人的社区养老难题,后者的适用范围更广泛,可覆盖社区所有老年人。养老驿站与“物业+养老”模式相结合,有助于满足老年人多样化、多层次的社区居家养老服务需求。
To guide social forces into the field of community elderly care services,it is necessary to clarify the boundaries of responsibilities between the government and the market and society,as well as to build a mechanism for cooperation between government and enterprises,so as to guarantee the sustainability of community elderly care service supply.The provision of elderly care services by social enterprises follows the logic of public welfare,business and cooperation.The government needs to distinguish the different attributes of community elderly care service projects and adopt differentiated support policies to help social enterprises take root in the community to provide elderly care services.Based on the case study in Beijing,it is found that there are various modes of operation for community elderly care services,with the elderly care station model being built by the government and operated by the market and subsidised by the government,and the “property + elderly care” model being planned by the government and operated by enterprises.The former focuses on solving the problems of senior,singleton and disabled elderly people,while the latter has a wider scope of application and can cover all elderly people in community.The combination of the elderly care station and the “property + elderly” model can help meet the diverse and multi-level needs of the elderly for community elderly care services.
