摘要
耕地后备资源调查评价是补充耕地项目开发、立项实施的基础,有助于摸清补充耕地潜力,建立补充耕地数据库,落实最严格的耕地保护制度,实现耕地占补平衡。耕地后备资源开发是实现耕地动态平衡的关键措施,对于国家粮食安全、农村经济发展、环境保护都具有重要的战略意义。本文系统阐述耕地后备资源调查评价的任务和内容,分析耕地后备资源调查评价的关键技术方法,提出相应的保障措施,以期为新时代耕地调查评价工作流程优化、技术创新提供有益参考。
The investigation and evaluation of cultivated land reserve resources is the foundation for the development and implementation of supplementary cultivated land projects,which helps to understand the potential of supplementary cultivated land,establish a database of supplementary cultivated land,implement the strictest cultivated land protection system,and achieve a balance between cultivated land occupation and compensation.The development of cultivated land reserve resources is a key measure to achieve dynamic balance of cultivated land,and has important strategic significance for national food security,rural economic development,and environmental protection.This paper systematically elaborates on the tasks and contents of the investigation and evaluation of cultivated land reserve resources,analyzes the key technical methods of the investigation and evaluation of cultivated land reserve resources,and proposes corresponding guarantee measures,in order to provide useful references for the optimization of the workflow and technological innovation of cultivated land investigation and evaluation in the new era.
