摘要
在新时代打造更高水平“天府粮仓”既是加快建设大国粮仓的先行示范,更是有效保障国家粮食安全的重要抓手。本文在深入剖析新时代更高水平“天府粮仓”与新发展理念、粮食安全辩证关系的基础上,率先阐明其新内涵、新特征和新标准,并提出可行的实践路径。研究发现,创新、协调、绿色、开放、共享的新发展理念为新时代打造更高水平“天府粮仓”提供了理论指引。粮食安全是打造新时代更高水平“天府粮仓”的核心目标,后者是保障粮食空间安全的实践基础。更高水平“天府粮仓”是新时代为满足人民日益增长的美好生活需要下,要素更集约化、结构更均衡化、功能更多样化、链条更综合化、发展更生态化的大国粮仓,遵循“藏粮于地”“藏粮于技”“藏粮于民”“藏粮于仓”四大实践路径。
Building a higher-level“Tianfu Granary”in the new era is not only a demonstration of accelerating the construction of a granary of a large country,but also an important starting point for effectively ensuring China’s food security.Based on the in-depth analysis of the dialectical relationship between the higher-level“Tianfu Granary”and the new development concept and food security in the new era,this paper first clarifies its new connotation,new characteristics and new standards,and puts forward feasible practical paths.The study finds that the new development concept of innovation,coordination,green,openness and sharing provides theoretical guidance for building a higher-level“Tianfu Granary”in the new era.Food security is the core goal of building a higher-level“Tianfu Granary”in the new era,and“Tianfu Granary”is the practical basis for ensuring food space security.The higher-level“Tianfu Granary”is a granary of a large country with more intensive elements,more balanced structure,more diversified functions,more integrated chain and more ecological development in order to meet the growing needs of the people for a better life in the new era,which following the four major practical paths of“storing grain in the land”“storing grain in technology”“storing grain in the people”and“storing grain in warehouses”.
