摘要
水利基础设施作为社会性基础设施的一类,是经济社会发展的重要物质基础,完善其投融资体制机制具有重要的理论和实践价值。从理论上看,与市场上竞争性项目的投融资相比,水利基础设施投融资存在利益与责任不对称、项目与资金难匹配、风险与收益不平衡,以及存量与流量难转换等四大难题。本文立足地方水利事业发展实践,就制约广东省水利基础设施建设投融资体制机制的问题及原因进行深入分析,并针对推动地方水利投融资体制机制改革提出五方面政策建议。
As a kind of social infrastructure,water conservancy infrastructure is an important material basis of economic and social development.It shows great theoretical and practical value to improve the reform of its investment and financing system and mechanism.Theoretically,compared with the investment and financing of competitive projects in the market,there are four major problems in the investment and financing of water conservancy infrastructure,such as the asymmetry of rights and responsibilities in the subject,the difficulty of matching projects and funds in the object,the imbalance of investing risks and benefits,and the difficulty of converting stocks and flows in the result.Based on the practice of local water conservancy development,this report analyzes the problems and causes of the investment and financing system and mechanism that restrict the construction of water conservancy infrastructure in Guangdong Province,and puts forward five policy suggestions to promote the reform of local water conservancy investment and financing system and mechanism.
