摘要
目的分析二级医院突发公共卫生事件应对能力及应急机制建立情况。方法2021年10月—2022年10月随机从上海市抽取40家二级医院、36家三级医院作为研究对象,通过问卷调查对各级医院的应对能力进行分析,针对存在的问题,探究相应管理对策,建立应急机制。结果二、三级医院突发公共卫生事件应对能力,即应急指挥协调机制、应急预案、实验室管理及诊断、信息报告与交流、应急人员、应急床位、应急药品储备、医疗救治措施、消毒净化、个人防护设备储备、教育培训、经济物资储备比较,差异有统计学意义(P<0.05)。结论上海市二级医院突发公共卫生事件应对能力虽然具备一定规模,但与三级医院相比仍有待提高,需要结合自身医院薄弱环节,不断分析、总结问题,以建立医院适应性强的应急机制,全面提升医院应急救治能力。
Objective To analyse the ability to respond to public health emergencies and the establishment of emergency mechanisms in secondary hospitals.Methods From October 2021 to October 2022,40 second level hospitals and 36 third level hospitals were randomly selected from Shanghai as research subjects.Through a questionnaire survey,the coping capacity of hospitals at all levels was analyzed,and corresponding management strategies were explored to address existing problems,establishing emergency mechanisms.Results There was a statistically significant difference in the response capacity of secondary and tertiary hospitals to public health emergencies,including emergency command and coordination mechanisms,emergency plans,laboratory management and diagnosis,information reporting and communication,emergency personnel,emergency beds,emergency drug reserves,medical treatment measures,disinfection and purification,personal protective equipment reserves,education and training,and economic material reserves(P<0.05).Conclusion Although Shanghai's secondary hospitals have a certain scale in responding to public health emergencies,they still need to be improved compared with tertiary hospitals.It is necessary to continuously analyze and summarize problems in light of their own weak links in order to establish a highly adaptable emergency response mechanism and comprehensively improve the hospital's emergency treatment capabilities.
