摘要
当前村庄规划编制成为推进乡村振兴战略实施和落实国土空间规划目标的重要手段之一,在乡村振兴战略和国土空间规划改革的双重背景下,村庄规划成果不仅要能够有效指导规范乡村地区规划管理、管控规则的制定,还要易落地、好操作,发展目标贴合实际,有利于促进实施乡村振兴战略、促进一二三产融合发展。该文从研究背景及意义、村庄编制现状及问题、未来发展趋势研判等方面探讨村庄规划编制技术要点,并提出全面、科学且可行的优化思路,旨在为乡村地区村庄规划编制提供研究基础。
At present,village planning has become one of the important means to promote the implementation of the strategy of rural revitalization and the goal of land and spatial planning.Under the dual background of the strategy of rural revitalization and the reform of land and spatial planning,the results of village planning should not only effectively guide and standardize the planning and management of rural areas,but also be easy to land and operate,and the development goals should be practical.It will help to promote the implementation of the rural revitalization strategy and promote the development of the integration of the primary,secondary and tertiary industries.This paper discusses the technical points of village planning from the aspects of research background and significance,current situation and problems of village establishment,and future development trend,and puts forward comprehensive,scientific and feasible optimization ideas.The purpose of this paper is to provide a research basis for the compilation of village planning in rural areas.
