摘要
目的构建突发公共卫生事件社区防控动态能力评价指标体系。方法采用文献研究法、理论分析法提出社区防控动态能力概念框架;采用半结构式访谈法和课题小组讨论法初步构建评价指标;采用德尔菲法筛选指标;采用层次分析法确定指标权重。结果两轮咨询专家积极系数分别为86.67%、100.00%;权威系数为0.84;第二轮专家咨询中一、二、三级指标的协调系数分别为0.83、0.74和0.256,差异均有统计学意义(P<0.001)。最终构建的突发公共卫生事件社区防控动态能力评价指标体系包括4个一级指标、11个二级指标和47个三级指标。结论指标体系构建过程科学,专家代表性、积极性、权威性、协调性均较好,可为突发公共卫生事件社区防控动态能力评价提供参考依据。
Objective To construct a dynamic capacity evaluation index system for community prevention and control of public health emergencies.Methods We proposeda conceptual framework for the dynamic capacity of community prevention and control using the methods of literature review and theory analysis,constructed the evaluation indexes using the methods of semi-structured interview and group discussion,screened the indexes using the Delphi method,and determined the index weight using the hierarchical analysis.Results The positive coefficients of the two rounds of consultation were 86.67%and 100.00%,respectively;the authoritative coefficient was 0.84;and the coordination coefficients of the first-,second-and third-level indexes were 0.83,0.74 and 0.256 respectively,which were statistically significant(P<0.001).The final dynamic evaluation index system of community prevention and control capacity of public health emergencies included 4 first-level indicators,11 secondlevel indicators and 47 three-level indicators.Conclusions The construction process of the index system is scientific,and the experts are representative,active,authoritative and coordinated,which can provide reference for the dynamic capacity evaluation of community prevention and control of public health emergencies.
