摘要
在共同富裕目标下,扶贫重心逐步转向缓解相对贫困。基于中国家庭追踪调查(CFPS)2012—2018年的数据,本文通过多年收入来确定相对贫困线,以提高相对贫困人口识别的精准度。在此基础上,本文运用VEP模型测度城乡家庭的相对贫困脆弱性。由于内生动力是实现相对贫困人口可持续发展的关键,本文构建了“智”与“志”对相对贫困脆弱性影响的分析框架,并且使用二元选择模型实证分析“智”与“志”的作用。为克服内生性,本文进一步使用Ⅳ-Probit模型进行估计。结果表明,无论是城镇还是农村,在较低的相对贫困标准下,以教育为代表的“智”都能够有效降低家庭成为相对脆弱性家庭的概率,以对未来信心为代表的“志”的作用并不显著;在较高的相对贫困标准下,“志”对于减缓相对贫困脆弱性的作用变得显著,而“智”的边际作用有所下降。
Under the goal of common prosperity,the focus of poverty alleviation has gradually shifted to alleviating relative poverty.Based on the data of China Household Panel Survey(CFPS)from 2012 to 2018,this paper determined the relative poverty line through multi-year income to improve the accuracy of identifying the relative poor population.On this basis,this paper uses the VEP model to measure the relative poverty vulnerability of urban and rural households.Since endogenous motivation is the key to the sustainable development of the poor population,this paper constructs an analytical framework of the influence of"intelligence"and"ambition"on the vulnerability to relative poverty,and uses a binary choice model to empirically analyze the role of"intelligence"and"ambition".In order to overcome endogeneity,Ⅳ-probit model is further used for estimation in this paper.The results show that in both urban and rural areas,the"intelligence"represented by education can effectively reduce the probability of a family becoming a relatively vulnerable family under a low relative poverty standard,while the"ambition"represented by confidence in the future has no significant effect.At a higher relative poverty standard,the effect of"ambition"on reducing the vulnerability to relative poverty becomes significant,while the marginal effect of"intelligence"decreases.
