摘要
缘于促进政府职能转变、激发社会资本活力和提高生态服务供给效率等现实需要,购买生态服务成为推动生态文明建设不可或缺的政策工具。合同外包、特许经营、定向购买是购买生态服务中最常见的三种模式。在改革成效方面,合同外包和特许经营两种模式在提升效率效能、减少政府财政压力、限制政府机构膨胀等多个指标上效果显著;在促进生态服务购买市场的良性竞争方面,合同外包模式最为显著。从适用性来看,合同外包模式最成熟,适用范围最广泛;特许经营模式适用于投入大、公益性高的生态基础设施建设领域;定向购买模式只适用于不能完全开放给市场操作的相关领域。推进地方政府购买生态服务,应从模式选择、简政放权、制度建设、绩效评估、信息公开、购买力度等方面加以考量,设计和构建相应的政策响应。
Due to the practical needs of promoting the transformation of government functions,stimulating the vitality of social capital and improving the supply efficiency of ecological services,the purchase of ecological services has become an indispensable policy tool to promote the construction of ecological civilization.In practice,contract outsourcing,franchising and targeted purchase are the three most common models.In terms of reform effectiveness,contract outsourcing and franchising have significant effects in improving efficiency,reducing government financial pressure,limiting the expansion of government institutions and other indicators.Contract outsourcing is the most significant in promoting the healthy competition of the ecological service purchase market.In terms of applicability,contract outsourcing is the most mature and the most widely applicable.Franchising is suitable for ecological infrastructure construction with large investment and high public welfare.Targeted purchase only applies to relevant fields that cannot be fully open to market operations.In order to further promote the local government purchase of ecological services,we should design and construct corresponding policy response from the aspects of model selection,administration streamlining,system construction,performance evaluation,information disclosure,and purchasing intensity.
