摘要
文章以湖南省安化县耕地恢复工作为例,从地形特征、成土母质、土壤形成、耕地布局、产业发展等方面分析研究区耕地发育特征及其利用变化过程,总结安化县耕地恢复工作实践经验,指出安化县耕地恢复工作面临缺乏稳定经费来源、群众耕种意愿不强、恢复耕地管护主体不明、推动耕地恢复危及地方特色优势产业等问题,并基于形势判断及问题成因分析,提出对策建议:①坚持常态化、有序化开展耕地恢复;②全面系统推进耕地恢复和撂荒耕地治理;③整合政策资源提高种粮积极性;④开展恢复耕地和撂荒耕地动态监测。
Taking the arable land restoration work in Anhua County of Hu'nan Province as an example,this paper analyzes the development characteristics and utilization change process of arable land in the study area from the aspects of topographic characteristics,soil-forming parent material,soil formation,arable land layout and industrial development,and summarizes the practical experience of arable land restoration work in Anhua County.Following these,it is pointed out that the arable land restoration work in Anhua County faces some problems,such as lack of stable funding sources,the willingness of the masses to cultivate land is weak,unclear management and protection subject of arable land restoration,and endangering local characteristic and advantageous industries by promoting arable land restoration.Based on the judgment of the situation and the analysis of the causes of the problems,this paper puts forward countermeasures and suggestions:①adhere to the normal and orderly arable land restoration;②comprehensively and systematically promote the restoration of cultivated land and the management of abandoned arable land;③integrate policy resources to improve the enthusiasm of grain planting;④carry out dynamic monitoring of restored farmland and abandoned farmland.
