摘要
治理未成年人犯罪成效关系到国家安全与社会稳定,必须运用系统思维,不断优化治理措施。社会治理现代化重视法治、自治与德治的融合,也更加强调治理的专业化与社会化,这为公安机关治理未成年人犯罪提出了新要求,也提供了新思路。治理未成年人犯罪是公安机关的一项法定职责,当前面对公安机关在治理未成年人犯罪中存在的一系列问题,需要在社会治理现代化视域下寻找优化治理的新路径,坚持依法治理和专业化治理,注重德治教化,重视保护未成年犯罪人的合法权益,推动治理下沉以调动社会基层力量,以期提升公安机关未成年人犯罪的治理成效,为建设更高水平的平安中国添砖加瓦。
The effectiveness of governance on juvenile crimes affects national security and social stability,therefore,it is necessary to apply systematic thinking and constantly optimize governance measures.The modernization of social governance attaches great importance to the integration of the rule of law,autonomy and the rule of virtue,and also puts more emphasis on the specialization and socialization of governance,which puts forward new requirements and provides new ideas for public security organs'governance on juvenile crimes.Governance on juvenile crimes is a statutory duty of public security organs,but currently,there are a series of problems need to be addressed in public security organs'governance on juvenile crimes.Therefore,we should seek out new paths for optimizing the governance from the perspective of social governance modernization,adhere to law-based governance and professional governance,focus on moral education,attach great importance to protecting juvenile offenders'legitimate rights and interests,promote governance at grassroots level to mobilize social forces,so as to enhance the effectiveness of public security organs'governance on juvenile crimes and contribute to the construction of a safer China.
