摘要
互联网普及率的进一步提升让我国网民数量不断增长,伴随着我国基础网络设施的持续完善,光纤和移动通信网络覆盖率大幅提高,传统犯罪也向借以网络为载体的新型犯罪演化,网络犯罪呈现高发态势,极高的社会危害性使其成为公安机关开展工作的重要方向。公安机关要以分析当前网络犯罪热点现象为落脚点,基于犯罪学与侦查学的双重视角将网络犯罪视作一种群体犯罪现象,深入研判已侦破的网络犯罪案件的结构、态势以及发展规律,围绕优化网络犯罪侦查方法进行创新研究,对网络犯罪嫌疑人进行有效刑事打击,更好地治理网络犯罪,切实增强人民群众安全感。
With the further increased popularity of the Internet,the number of Internet users in China continues to grow.As China's basic network infrastructure continues to improve,the coverage of fiber-optic and mobile communication networks is greatly increasing,and traditional crime has gradually evolved into a new type of crime committed via the Internet.Due to the severe social harm and increasing occurrence of cybercrime,it has become a major focus for public security organs.Public security organs should analyze the phenomenon of cybercrime as the starting point,view cybercrime as a collective crime from dual perspectives of criminology and investigation,deeply study the structure,trends,and development patterns of previously solved cybercrime cases,conduct innovative research on how to optimize investigation methods for cybercrime,and effectively fight against cybercrime suspects in accordance with the criminal law.This will better control cybercrime and significantly enhance people's sense of security.
