摘要
为了评判村庄发展状态,为村庄发展和资源配置提供参考,本研究由“个性”到“共性”构建了基于超效率DEA模型的村庄综合效能评价体系,并以山东省新泰市为例进行应用。采用耦合协调度模型和障碍因子法,进一步分析了新泰市村庄综合效能及其障碍因素。结果表明:新泰市村庄生产效能均值为0.7561,生活效能均值为0.6230,生态效能均值为0.5723,综合效能均值为0.6895,各维度效能整体较低,提升空间较大。生产效能较高的村庄分布在新泰市中心城区及两个城市副中心,生活效能较高的村庄分布在新泰市两个副中心,生态效能较高的村庄则主要集中在东部丘陵地区。根据耦合协调度空间分布可知,较协调区域分布在新泰市中心城区、楼禹城市副中心以及放城镇和龙廷镇,失衡区域分布在羊流镇和汶南镇,这些地区是主要的农林产业区。障碍因子测算结果表明,新泰市村庄障碍因子主要为从业人员数量、人均产业产值、村庄环境治理费用和村庄新增生态用地面积,即集中在生产和生态效能维度。本研究梳理了村庄综合效能评价体系构建方法,并进行了实证应用,为制定村庄综合效能提升方案提供了科学依据,对于乡村振兴战略实施和村庄要素科学配置具有一定的实践意义。
To assess the state of village development and inform both development and resource allocation,an evaluation system based on the super-efficiency DEA model was constructed and applied in Xintai City,Shandong Province.Using the coupled coordination model and barrier factor method,the results of the village comprehensive effectiveness assessment and its barrier factors in Xintai were analyzed.The results showed that the average values of production effectiveness,living effectiveness,ecological effectiveness,and comprehensive effectiveness in Xintai were 0.7561,0.6230,0.5723,and 0.6895,respectively,and the overall effectiveness of each dimension was not high and there was much space for improvement.Villages with advantageous production effectiveness had the distribution characteristics of gathering around the central city of Xintai,and distribution of high living effectiveness areas in two sub-administrative center of Xintai,while those with advantageous ecological effectiveness were mainly concentrated in the eastern hilly and mountainous areas.According to the spatial distribution of the coupling coordination degree,the more coordinated areas were distributed in the central urban area of Xintai City and the sub-administrative center of the city,as well as in Fangcheng Town and Longting Town,while the imbalanced areas were distributed in the main agricultural and forestry industry areas.According to the results of barrier factor measurement,the barrier factors of villages in Xintai City were mainly the number of employees,per capita industrial output value,village environmental treatment costs,and new ecological land area of the villages.That is,they were concentrated in the production and ecological effectiveness dimensions.This study developed a method for constructing the comprehensive effectiveness evaluation system of villages and carried out an empirical application.It provides a scientific basis for the formulation of a comprehensive effectiveness enhancement scheme and has certain practical significance for the implementation of a rural revitalization strategy and evidence-based allocation of village elements.
