摘要
出行即服务(MaaS)作为一种全新的交通出行概念,其整合化、共享化、绿色化以及个性化的发展路径,被认为是解决当前城市交通问题最为有效的方案之一。但相比一些发达国家,我国的MaaS城市交通系统建设起步较晚,存在着数据共享机制不健全、用户隐私安全缺乏保护、平台运营范围有限、尚未形成健康的MaaS生态系统等一系列问题。因此,文章系统分析了MaaS城市交通系统的内涵、发展历程、MaaS生态系统的构成及发展内容等,并总结发达国家具有代表性的MaaS平台的建设和发展经验。在此基础上,进一步梳理国内部分试点城市的MaaS平台及其发展现状,分析国内MaaS城市交通系统建设面临的障碍和挑战,结合国际较为成功的MaaS平台发展经验和未来MaaS城市交通系统的发展方向,为我国的智慧交通建设提出相应的政策建议。
As a new concept of transportation,Mobility as a Service(MaaS)is considered to be one of the most effective solutions to current urban transportation problems due to its integrated,shared,green and personalized development path.However,compared with some developed countries,the construction of MaaS urban transportation system in China started late,and there are a series of problems,such as imperfect data sharing mechanism,lack of protection of user privacy security,limited platform operation scope,and lack of a healthy MaaS ecosystem.Therefore,this paper systematically analyzes the connotation,development process,composition and development content of MaaS urban transportation system,and summarizes the construction and development experience of representative MaaS platforms in developed countries.On this basis,this paper further combs the MaaS platform and its development status of some domestic pilot cities,analyzes the obstacles and challenges faced by the construction of domestic MaaS urban transportation system,and puts forward corresponding policy recommendations for China's smart transportation construction in combination with the more successful international experience in the development of MaaS platform and the future development direction of MaaS urban transportation system.
