摘要
环评审批工作有利于提高环境保护力度。目前环评审批工作中存在审批人员素质参差不齐、审批程序繁琐、缺乏事中、事后的有效监管,以及环评审批制度法规不完善等问题。基于此,本文从构建高素质服务队伍、提升审批效率、做好分类管理、优化审批流程、强化监管力度、构建诚信体系、做好顶层设计、健全法律制度等方面提出优化策略。
The environmental impact assessment approval work is conducive to improving environmental protection efforts.At present,there are uneven qualities of approval personnel in the environmental impact assessment approval work,the approval process is cumbersome,lack of effective supervision during and after the event,and the shortcomings of the environmental impact assessment approval system and regulations.Based on this,This paper from to build a high-quality service team to improve approval effi ciency;Carry out classifi cation management and optimize the approval process;Strengthen regulatory efforts and build an integrity system;Provide optimization strategies for top-level design and sound legal systems.
