摘要
北京市农林科学院创新能力建设专项是由北京市财政支持的农业科技自主创新工程。自2010年实施以来,对完善院科技创新体系、提升院科技创新能力发挥了重要作用。文章总结了北京市农林科学院创新能力建设专项的管理经验和取得的显著成效,从优化项目设置架构、注重学科均衡发展、拓宽课题征集渠道、提升信息化管理效能等方面提出了推进创新专项高质量发展的建议,以期为省级农业科研院所加强科技自主创新工程管理提供借鉴。
The Innovation Capacity Building Project of Beijing Academy of Agricultural and Forestry Sciences is an independent innovation project of agricultural science and technology supported by Beijing Municipal Finance.Since its implementation in 2010,it has played an important role in improving the science and technology innovation system and enhancing the science and technology innovation capacity of the institute.This paper summarizes the management experience and remarkable achievements of the innovative capacity building project of Beijing Academy of Agricultural and Forestry Sciences,and puts forward suggestions to promote the high-quality development of innovation special projects from optimizing the structure of project settings,focusing on the balanced development of disciplines,broadening the channels of subject solicitation,and enhancing the effectiveness of information technology management,with a view to providing a reference for the strengthening of the management of scientific and technological independent innovation projects in provincial agricultural research institutes.
