摘要
研究生学位论文再发表事关研究生权益、高校管理、学位论文开发利用等诸多方面,随着我国研究生规模持续扩大,将成为研究生教育中的重要问题之一。稳步提升研究生学位论文质量是国家创新型人才培养的核心环节,学位论文深度开发利用更是推动前沿科学技术发展的内生动力。讨论了在学位论文交存、上网公开接受社会监督背景下,学位论文再发表时论文作者、学校、期刊社、数据供应商各方的不同利益,认为高校管理者是串起这一系列复杂关系的核心要素。从高校管理视角积极探索保护、平衡各方利益的可行方案;解析学位论文析出内容再发表在学术不端检测方面存在的真正问题;呼吁相关部门制定相应政策,为研究生学位论文再发表及深入开发利用指明方向。
The republication of graduate student dissertations concerns the rights and interests of graduate students,the management of universities,the development and utilization of dissertations and so on.As the scale of graduate students in China continues to expand,it will become one of the important problems in graduate education.Steadily improving the quality of graduate dissertations is the core link in the cultivation of national innovative talents,and the in-depth development and utilization of dissertations is the endogenous power to promote the development of frontier science and technology.This paper discusses the different interests of dissertation authors,schools,journals,and data vendors in republishing dissertations in the context of depositing dissertations and making them available on the Internet for public scrutiny,and argues that university administrators are at the center of this complex series of relationships.From the perspective of university management,it actively explores feasible solutions to protect and balance the interests of all parties.Analyzes the real academic misconduct problems in the re-publication of the contents of dissertations,and calls on the relevant departments to formulate corresponding policies to point out the direction of re-publication of postgraduates'dissertations and their in-depth exploitation and utilization.
