摘要
“作为方法”是一种兼具批判性与建构性的方法论。在建构中国行政学自主知识体系时引入这一方法论,有助于明确和确立主体意识、丰富和拓展研究视角、反思和重构衡量标准。在此方法论观照下,可以发现中国行政学走过了两个发展阶段:一是从“以世界为中心”到“以中国为中心”的转变,即从学习、模仿、套用西方行政学理论,转向立足中国场景、突出中国问题;二是从“以中国为中心”到“以中国为方法”的转变,即越来越强调以中国为观照,扎根中国大地,讲好中国故事。未来,我们要探讨一条“以中国为尺度”的中国行政学自主知识体系建构路径,让中国行政学讲“中国话”,也要努力使行政学的“中国话”变成行政学的“普通话”。
The“as method”is a methodology that is both critical and constructive.Introducing this methodology into constructing the independent knowledge system of Chinese public administration,will help to establish subject consciousness,expand research perspectives and reconstruct measurement standards.Based on this methodology,it can be found that the development of Chinese public administration has gone through two stages:one is the transformation from“world-centered”to“China-centered”,that is,learning,imitating and applying western administrative theories had turned to basing on actual conditions in China and highlighting Chinese problems;the second is the shift from“China as the center”to“China as the method”,that is,more emphasis on taking China as the perspective,taking root in China,and solving Chinese problems.In the future,we are supposed to explore a path for constructing an independent knowledge system of Chinese public administration based on“taking China as standard”so that“Chinese language”can be used in the field of Chinese public administration.We also need to endeavor to make the“Chinese language”become the“mandarin language”in the public administration.
