摘要
面对内容复杂且涉及多个部门的中心工作,地方政府大多会设置牵头部门负责具体的跨部门协同。在缺乏正式权威的情况下,与其他部门处于横向分工关系的牵头部门通过结构性权威再分配和过程性权威再分配,与其他部门建立起纵向准支配关系。前者包含组织策略、机制策略和个体策略等不同内容,后者嵌入到建设规划、目标拆解、过程管理、绩效考核的不同环节。上述政治性内容与狭义政策执行的行政性内容共同构成地方政府“政策执行的复合结构”。这种政治与行政相混合的政策执行方式不同于政治-行政二分法下的单一线条思维,体现了中国地方政府在制度稳定性与运行灵活性方面的动态统一。
Facing the central work with complex content and involving multiple departments,most local governments will set up leading departments to be responsible for cross sectoral coordination.In the absence of formal authority,the leading department in a horizontal division of labor relationship with other departments establishes a vertical quasi dominant relationship with other departments through structural authority redistribution and procedural authority redistribution.The former includes organizational strategies,mechanism strategies,and individual strategies,while the latter is embedded in different links such as construction planning,goal disassembly,process management,and performance appraisal.The above political content and the administrative content of narrow policy implementation jointly constitute the“composite structure of policy implementation”of local governments.This kind of policy implementation mode is different from the single line thinking under the political administrative dichotomy,which reflects the dynamic unity of China’s local governments in terms of institutional stability and operational flexibility.
