摘要
高标准农田建设通过改善农业生产环境的方式,提升了农业全要素生产率。本文基于281个城市的农业部门数据,采用Meta-Malmquist指数测算了农业全要素生产率;并运用SARAR模型分析了高标准农田建设对农业全要素生产率的影响;最后探讨了哪些地区能够分享到高标准农田建设的效益。研究结果发现:(1)农业全要素生产率存在提升空间,并且技术效率对农业全要素生产率的影响大于技术进步对其的影响,东部地区农业全要素生产率明显高于中西部地区。(2)高标准农田建设能够显著提升农业全要素生产率;与农业技术进步相比,高标准农田建设更能够提高农业技术效率;地区农业经济发展的差异会直接影响高标准农田建设的经济效益。(3)高标准农田建设对农业全要素生产率的影响存在异质性,东部地区的农业全要素生产率更容易分享到高标准农田建设的效益。最后,从加大高标准农田建设支持力度和提升农业全要素生产率等角度为农业高质量发展提出了政策建议。
The construction of high-standard farmland provides a new way to improve agricultural total factor productivity by improving the agricultural production environment.This paper uses meta-Malmquist index to measure agricultural total factor productivity based on agricultural sector data of 281 cities.SARAR model was used to analyze the influence of high-standard farmland construction on agricultural total factor productivity.Finally,it discusses which areas can share the benefits of high-standard farmland construction.The results show that:(1)there is room for improvement of agricultural total factor productivity,and the impact of technical efficiency on agricultural total factor productivity is greater than that of technological progress,and agricultural total factor productivity in eastern China is significantly higher than that in central and western China.(2)High-standard farmland construction can significantly improve agricultural total factor productivity.Compared with agricultural technical progress,high-standard farmland construction can improve agricultural technical efficiency.Regional differences in agricultural economic development will directly affect the economic benefits of high-standard farmland construction.(3)There is heterogeneity in the impact of high-standard farmland construction on agricultural total factor productivity,and agricultural total factor productivity in eastern areas is more likely to share the benefits of high-standard farmland construction.Finally,policy suggestions for high-quality agricultural development are put forward from the perspectives of strengthening support for high-standard farmland construction and improving agricultural total factor productivity.
