摘要
在全面推进乡村振兴背景下,有效发挥村级治理能力可为盘活宅基地资源、促进再利用提供新思路。基于CRRS数据构建村级治理能力评价体系,并实证检验了村级治理能力对宅基地利用效率的影响。研究表明,提升村级治理能力能够提高宅基地利用效率,并促进闲置宅基地的流转与再利用。研究结果为理解村级治理能力与宅基地利用二者之间的关系提供了依据,启示应多措并举提升村级治理能力来发挥其在宅基地利用方面的突出作用。
Under the background of comprehensively promoting rural revitalization,the efficient village governance capacity has provided a new thinking for revitalizing resources and promoting the reuse of homesteads.This paper constructs an evaluation system for village governance capacity based on CRRS data,and empirically tests the impact of village governance capacity on the efficiency of homestead utilization.Research shows that enhancing village governance capability can improve the inefficient use of homesteads,promote the circulation and reuse of idle homesteads.The research results have provided a basis for understanding the relationship between village governance capacity and homestead utilization.Meanwhile,multiple measures should be taken to enhance village governance capacity to play its prominent role in homestead utilization.
