摘要
水产苗种产地检疫是防控重大水生动物疫病,保障水产品质量安全,推动水产养殖业绿色发展的重要措施。新修订的《中华人民共和国动物防疫法》《动物检疫管理办法》《动物检疫规程》等对水产苗种产地检疫提出了新要求。河南省按照上述法律法规和农业农村部要求,开展了水产苗种产地检疫工作,但产地检疫率还不高。为加强水产苗种产地检疫监管,本文介绍了国内水产苗种产地检疫工作情况,对河南省水产苗种产地检疫现状包括存在的问题进行了分析,并提出了加强组织领导、完善法规制度、健全渔业官方兽医队伍、规范水产苗种检疫、实施信息化出证、强化监督执法、加强检疫执法协作、加强宣传教育、强化工作保障等9个方面的建议,以期为做好水产苗种产地检疫工作有所帮助。
Quarantine of aquatic seedlings at the place of origin plays an important role in fighting against major aquatic animal diseases,safeguarding the quality and safety of aquatic products,and promoting green development of aquaculture industry,and is further defined by the newly revised Law of the People's Republic of China on Animal Disease Prevention and Control,Measures for Animal Quarantine Management,Animal Quarantine Procedure and other rules.Such quarantine was conducted in original areas of aquatic seedlings in Henan Province according to the above laws and regulations and as required by Ministry of Agriculture and Rural Areas,but the coverage rate was limited.To this end,the implementation of quarantine of aquatic seedlings at the place of origin in China was introduced,emphatically,the implementation status as well as relevant existed problems in Henan Province was analyzed,followed by recommendations on strengthening organization and guidance,improving laws and regulations,building official veterinary teams in fishery industry,standardizing quarantine of aquatic seedlings,implementing information-based certification,strengthening supervision and law enforcement,intensifying cooperation between quarantine and law enforcement,enhancing publicity and training,reinforcing security work,etc.,which were expected to help the quarantine of aquatic seedlings at the place of origin.
