摘要
近年来,经济增长的调节与分配机制失灵、对全球经济增长方式的引导和修复功能缺失、主导国抛弃责任以及多边主义原则受到挑战等现象预示着全球经济治理体系正加速失灵。究其实质,这一结果由两大矛盾促成:在经济功能层面,新自由主义治理存在缺陷,在诱导发达国家经济集团化以及在发展机会上排斥发展中国家的同时,促使金融投机主导的增长方式与生产结构脱嵌,使发展中国家卷入发达国家周期性调整的过程中;在权力结构层面,治理体系的高度“中心化”结构使之难以适应权力转移以及治理主体多元化趋势。“一带一路”倡议与人类命运共同体理念的有机结合为贸易自由化与发展中国家经济增长注入新动力,并以“去中心化”形式构建多边治理新体系,为优化全球经济治理提供了中国方案。
In recent years,the failure of the regulatory and distribution mechanisms for economic growth,the lack of guidance and repair function for global economic growth pattern,the abandonment of the responsibilities by leading countries and the challenge to the principle of multilateralism indicate that global economic governance system is accelerating its failure.In essence,this result is caused by two major contradictions:at the level of economic function,neoliberal governance is flawed,which promotes the decoupling of the growth mode led by financial speculation and the production structure and involves the developing countries in the cyclical adjustment process of the developed countries while inducing the economic conglomeration in the developed countries and excluding the developing countries in terms of development opportunities;at the level of power structure,the highly"centralized"structure of governance system makes it difficult to adapt to the trend of power transfer and diversification of governance subjects.The organic combination of the Belt and Road Initiative and the concept of a community with a shared future for mankind injects new impetus into trade liberalization and economic growth of the developing countries,and constructs a new multilateral governance system in the form of"decentralization",providing a Chinese solution for optimizing global economic governance.
