摘要
在大数据与人工智能深度融合的数智时代,伦理风险防控是数据治理的关键目标,更是图书馆提升数据价值与创新数据服务的前提。文章运用扎根文献研究方法梳理图书馆数据治理的隐私侵犯、数据失真、数据侵权、数据鸿沟等伦理风险及其防控原则;从制度伦理和德性伦理维度剖析伦理机制风险防控的合法性与可行性,深入探究图书馆数据治理伦理机制的理论框架及实践路径。文章指出图书馆数据治理伦理机制的伦理分析、伦理干预和伦理调适能有效防控数据治理伦理风险;同时,以数智赋权维护机制的运行秩序,以数智赋能提升机制的防控能力,以数智赋德培养主体的数据道德是数智时代图书馆数据治理伦理机制的优化路径。数据治理伦理机制是数据伦理从理论走向实践的重要通道,具有伦理风险防控的理论前瞻性和实践指导性,能为图书馆完善数据治理体系与提升数据治理能力提供理论范式。
In the digital intelligence era,when big data and artificial intelligence are deeply integrated,the prevention and control of ethical risk is the key goal of data governance,and it is also the premise of improving data value and innovating data service of library.The article uses the method of grounded literature research to sort out the ethical risks of privacy violation,data distortion,data infringement,data divide and other ethical risks of library data governance and their prevention and control principles;analyzes the legitimacy and feasibility of the risk prevention and control of ethical mechanisms from the dimensions of institutional ethics and virtue ethics,and explores in depth the theoretical framework and practical paths of the ethical mechanisms of library data governance.The article points out that the ethical analysis,ethical intervention and ethical adaptation of the library data governance ethical mechanism can effectively prevent and control the ethical risks of data governance;at the same time,the optimization path of the library data governance ethical mechanism in the era of digital intelligence is to maintain the operational order of the mechanism by digital empowerment,to enhance the preventive and control ability of the mechanism by digital empowerment,and to cultivate the data ethics of the subjects by digital empowerment.The ethical risk prevention and control mechanism of data governance is an important channel for data ethics to move from theory to practice,which has the theoretical foresight and practical guidance of ethical risk prevention and control,and can provide a theoretical paradigm for libraries to improve the data governance system and enhance the data governance capacity.
