摘要
文章探讨我国数字出版财政治理的优化路径,助力数字出版产业的高质量发展。文章从创新激励、外部性理论、有为政府与有效市场理论三方面分析了数字出版财政治理的理论依据。通过厘清数字出版财政治理的内涵、外延、特征和过程,尝试构建数字出版财政治理的本体属性。通过分析数字出版财政治理的成效和存在的问题,提出数字出版财政治理的优化路径:调整优化财政政策;推进精准扶持,实施重大文化产业项目带动战略;落实监管评估机制。
This article explores the optimization path of the financial governance of digital publishing in China to assist in the high-quality development of the digital publishing industry.The paper analyzes the theoretical basis of the financial governance of digital publishing from three aspects:the innovation incentives,the externality theory,and the theory of effective government and efficient market.By clarifying the connotation,extension,characteristics,and process of the financial governance of digital publishing,this study attempts to construct the ontological attribute of the financial governance of digital publishing.By analyzing the effectiveness and existing problems of the financial governance of digital publishing,the optimization path for the financial governance of digital publishing is proposed:the fiscal policies should be adjusted and optimized;the precise support should be promoted,and the driving strategy for major cultural industry projects should be carried out;the regulatory evaluation mechanisms should be implemented.
