摘要
南水北调招标中措施项目一般实现总价承包,文章通过对渠道工程降排水、高速公路桥临时绕行辅道、封闭围挡隔离网项目等措施项目变更分析,提出业主方应加强招标阶段重要措施项目研究,在评标过程中重点关注,对投资较大的措施项目应标明工程量清单,尽量避免在实施过程中发生合同条件变化,导致措施项目变更并增加投资。承包方在施工过程中应加强对措施项目变更参数取证,做好变更资料支撑。
In the bidding process of the South-to-North Water Diversion Project,measure projects generally achieve total price contracting.This article analyzes the changes in measure projects such as channel engineering drainage,temporary bypass auxiliary roads of highway bridges,and closed enclosure isolation network projects.It is proposed that the owner should strengthen the research of important measure projects in the bidding stage,pay special attention to them in the evaluation process.For measure projects with significant investment,the engineering quantity list should be clearly specified to minimize contract changes during the implementation process,which may result in changes in measures and increased investment.During the construction process,the contractor should strengthen the evidence collection of parameter changes in the measure project and provide support for the change data.
